Kaili is the founder and Director of GOH-Migrants, a migrant-focused division of the Garden of Hope Foundation, one of Taiwan’s largest NGOs. What began as a small shelter on the brink of closure has, under her leadership, grown into a dynamic, multi-service center staffed by 23 full-time and 15 part-time professionals from seven countries, collectively speaking 17 languages.

With more than a decade of experience in the NGO sector, Kaili began her career in anti-trafficking victim assistance and policy advocacy, providing training and technical support to law enforcement, government agencies, and civil society across Taiwan. Known for her clear communication and collaborative approach, she has built strong networks across public, private, and international stakeholders.

Kaili combines cross-cultural competence, agile management, and a strong commitment to social impact. She leads teams conducting research, advancing public dialogue, and driving social awareness campaigns on migration and labor rights. Her current work focuses on building inclusive systems for migrants—from promoting policy reforms and inclusion initiatives in long-term care and global supply chains to developing international partnerships that protect migrant rights and dignity.

She also oversees ESG-aligned programs that strengthen workplace well-being, enhance social integration, and foster responsible business practices in collaboration with leading enterprises.
