The Taiwan Ocean Research Institute (TORI) is one of the specialised research centres under the National Institutes of Applied Research (NIAR)—Taiwan’s premier national research organisation dedicated to applied science and innovation. NIAR was established to consolidate and strengthen Taiwan’s research infrastructure by bringing together key institutes across fields such as ocean science, aerospace, energy, disaster prevention, and smart manufacturing. It plays a pivotal role in driving forward national R&D strategies, supporting public policy, and fostering international collaboration.

Founded in 2008, TORI leads Taiwan’s efforts in marine science and technology development. The institute focuses on the independent design and engineering of advanced marine exploration equipment and technologies, serving the needs of governmental agencies, academic institutions, and research bodies. Its mission is to enhance Taiwan’s marine research capabilities by reducing reliance on imported equipment, overcoming commercial limitations, and enabling high-precision, interdisciplinary ocean research—realising its vision of “backing science with technology.”

TORI is committed to developing and maintaining core national facilities, leading world-class marine technology programs, and supporting strategic initiatives such as the government’s “Blue Revolution—How the Ocean Prospers Our Nation.”
